Sets special House floor rules to move a separate bill quickly to final passage. It waives a specific House rule for consideration, defines the amendment in the nature of a substitute as the text of a separately referenced bill as introduced (modified only by a qualifying printed amendment submitted by the committee's ranking minority member), and imposes strict procedures on debate and motions so the House can take up and vote on the bill immediately (including one hour of debate split between committee leaders and one motion to recommit).
