Waives two specific House rules for the floor consideration of H.R. 2913, allowing that bill to be debated under modified germaneness/consideration restrictions, and requires the Clerk of the House to notify the Senate that the House has passed H.R. 2913 no later than one week after passage. The change applies only to the consideration of H.R. 2913 and sets a one-week deadline for sending the message to the Senate.
