Waives two specific House rules for the limited purpose of considering a single bill on the House floor, allowing that bill to be debated and processed without those particular procedural constraints. It also directs the Clerk of the House to send a message to the Senate reporting that the House has passed the bill, and requires that transmission to occur within one week of passage. The measure is narrowly procedural: it changes how the House conducts floor consideration for that bill and sets a short deadline for official notification to the Senate. It does not create new programs, change law outside floor procedure, or provide funding.
