Sets special House floor procedures that make consideration of several bills in order, waive points of order, limit debate, and set amendment rules. It prescribes how the House will handle continuing appropriations, a defense-related bill, a Social Security demonstration reauthorization, the congressional budget resolution, a financial/banking bill, and a measure on stock restrictions for Members. The resolution directs clerical changes for one bill, allows certain en bloc and pro forma amendments, sets time limits and managers for debate, orders the previous question to expedite final passage, and permits one motion to recommit on each covered bill. These rules take effect if and when the House adopts the resolution and apply solely to floor procedure and consideration of the named measures.
