This bill updates how “extremely low-income” is defined for federal housing programs so that Puerto Rico is treated the same as any other area. It removes special wording about Puerto Rico in the law, aiming to make the rules consistent everywhere.
It also orders a federal report on how well low-income families in Puerto Rico are being connected with housing help and affordable units. The report must review how HUD and Puerto Rico’s housing agency identify needs, how disaster recovery funds are used to rebuild and expand low-income housing after hurricanes and earthquakes, and offer recommendations to improve these programs. The report is due 180 days after the law takes effect.
