Creates an independent 12-member legislative-branch Commission to study quantum information science and related technologies. The Commission will review recent advances, coordinate with specified federal agencies, and deliver an interim report after one year and a final report after two years, then terminate shortly after the final report.
Sets rules for member appointments and removals, staffing and funding support, access to government information, acceptance of non‑monetary gifts, provision of office space, and administrative procedures needed for the Commission to operate and deliver its reports.
Read twice and referred to the Committee on Commerce, Science, and Transportation.
