Prohibits any federal funds — including amounts from the Judgment Fund — from being used for legal settlements, commissions, funds, or other mechanisms that provide financial compensation for the President’s personal or political benefit. It also provides a $1,776,000,000 appropriation to the Attorney General to support the Public Safety Officers’ Death Benefits Program and the COPS Hiring Program. The bill blocks federal payment streams that could be used to pay the President or to create successor funds for that purpose, while simultaneously directing a specific multiyear appropriation to law enforcement-related grant programs administered by the Department of Justice.
