This proposal says that all national cemeteries run by the Department of Defense, the Department of Veterans Affairs, and the National Park Service must be open to visitors on federal public holidays, like Memorial Day. It ties the rule to the list of 11 legal public holidays in federal law, so families and visitors can plan to pay their respects on those days without closures getting in the way .
