This bill would require the Defense Department to set rules so that any optional combat boots worn with a required uniform must be fully made in the United States, including all materials and components. The rules must be issued within two years after the law takes effect . “Optional” boots are those not supplied by the Defense Department, but that service members choose to wear with their required uniform .
There are limited exceptions. A service branch can allow non‑U.S.-made boots if there is a specific need and U.S.-made options are not available for that use. Also, a service member can wear different boots if medically necessary for a unique health need .
