Require the Secretary of Defense to issue regulations requiring that optional combat boots worn by members of the Armed Forces wear be made in the United States, and for other purposes.

This bill would require the Defense Department to set rules so that any optional combat boots worn with a required uniform must be fully made in the United States, including all materials and components. The rules must be issued within two years after the law takes effect . “Optional” boots are those not supplied by the Defense Department, but that service members choose to wear with their required uniform .

There are limited exceptions. A service branch can allow non‑U.S.-made boots if there is a specific need and U.S.-made options are not available for that use. Also, a service member can wear different boots if medically necessary for a unique health need .
