Abolishes the Council of the Inspectors General on Integrity and Efficiency (CIGIE) one year after enactment and transfers governmentwide inspector general responsibilities to existing federal entities and individual inspector general offices. The bill directs OMB, the Comptroller General (GAO), OPM, and FLETC to create personnel policies, training academies, inspection standards, coordination mechanisms, and an OMB-mediated process for multi‑office jurisdictional disputes.
