Motorcycle riders in Washington, D.C. (including transportation workers and younger adults) gain the legal freedom to choose whether to wear a helmet when operating or riding motorcycles.
Riders who opt not to wear helmets no longer face citations or penalties under D.C. law for helmet noncompliance, reducing enforcement interactions and legal risk for that group.
Motorcycle riders in D.C. face a higher risk of severe head injury and death because helmets are no longer required, increasing direct physical harms to riders.

Prohibits the D.C. Council from passing and the Mayor from enforcing any law, rule, or regulation that would require motorcycle or motor-driven cycle operators or passengers to wear a protective helmet. It repeals a specific D.C. municipal regulation added previously and amends the District of Columbia Home Rule Act to explicitly bar the Council from enacting helmet-mandate requirements, while adopting D.C. regulatory definitions for “helmet,” “motorcycle,” and “motor-driven cycle.”
