Expands the statutory boundary of the Santa Monica Mountains National Recreation Area to add the Rim of the Valley Unit shown on a new 2023 map, requires any lands acquired in that unit to be administered as part of the National Recreation Area, and preserves the Park Service’s ability to make minor boundary adjustments with notice. The bill also clarifies that existing water resource facilities and public utilities within the added unit continue to operate, but their activities must reasonably avoid or reduce impacts on unit resources.
