Redesignates existing paragraph (31) as paragraph (32) and adds a new paragraph (33) that establishes the Route 66 National Historic Trail, specifies the trail route and map (on file at the Department of the Interior), prescribes administration by the Secretary of the Interior with tribal consultation requirements, limits land acquisition and buffer-zone effects, preserves energy development and existing easement/right-of-way authorities, prohibits use of eminent domain, and states the designation is not a Mineral Leasing Act section 28(b)(1) designation.
