Official title: To improve transparency, accessibility, and accountability in the administration of rural development grant programs at the Department of Agriculture, and for other purposes.

The bill improves transparency and applicant support for USDA rural programs—making grants easier to find, understand, and apply for—while shifting substantial administrative burden onto existing staff and systems and offering no new appropriation, which may slow rollout and leave digitally underserved communities behind.
Rural communities, small businesses, nonprofits, and state/local offices get centralized, plain-language program roadmaps, contact lists, and a single USDA webpage that make it much easier to find, understand, grants and reduce wasted staff time.
Applicants (small businesses, nonprofits, and governments) will receive standardized application-stage notifications and plain‑language denial explanations and improvement guidance, reducing uncertainty and helping submit stronger future proposals.
Publication of scoring factors, weights, and tie-breaker rules lets applicants target proposals to priorities and reduces unpredictable selection outcomes, improving fairness and competitiveness.
Federal, state, and local staff may face significant new administrative work to create and maintain centralized roadmaps, contact lists, notifications, scoring disclosures, and training, potentially diverting capacity from other services.
The Act does not provide new appropriations and relies on existing personnel and systems, which could slow rollout, limit functionality, strain workloads, reduce training quality, and delay or blunt intended benefits for applicants.
If the Roadmap and award information are concentrated online, communities lacking reliable broadband or with limited digital capacity may still be excluded from easier access.

Creates a set of plain-language, regularly updated transparency tools and communications for every USDA Rural Development grant program. It requires the Secretary of Agriculture to publish and maintain a program-specific “Rural Grant Transparency Roadmap,” provide standardized applicant notifications, keep a public searchable database of awards, publish scoring details for competitive programs, and train State and local Rural Development staff — all within existing Department resources and without new appropriations. The Act requires full implementation within 180 days of enactment.
