Allows money in the Ukraine Support Fund to be used to buy defense articles and services for the Government of Ukraine to respond to and recover from Russian aggression. The change adds an explicit permitted use so fund moneys can finance Ukrainian purchases of defense equipment and related services. This is a targeted amendment expanding the allowable categories of assistance under an existing authority; it does not itself appropriate new funds or change tax or domestic programs.
