Introduced on July 31, 2025 by Martin Heinrich
Read twice and referred to the Committee on Energy and Natural Resources.
This proposal would pause layoffs and job cuts at all agencies and bureaus within the Department of the Interior until the government passes the full-year budget for Interior for fiscal year 2026. During this pause, the Department could not start or carry out a reduction in force, and it could not fire career employees unless it’s for misconduct, delinquency, or poor performance. This is meant to keep the Interior workforce stable while the budget is being finalized .
Key points:
| Who is affected | What changes | When it applies |
|---|---|---|
| Department of the Interior employees (career staff across agencies and bureaus) | No layoffs or forced separations, unless for misconduct, delinquency, or performance | Until the full-year FY2026 Interior appropriations are enacted into law |
