The bill moves up and expands reservists' access to TRICARE/Reserve enrollment and allows TRS enrollment for federal-employed reservists—improving continuity of care and reducing costs for many families—at the expense of added administrative complexity and increased federal/DoD fiscal exposure, which could raise costs for some beneficiaries.
Selected Reserve and National Guard members (and many federal employees who are reservists) and their families gain earlier and more continuous access to TRICARE/Reserve plans and the ability to enroll in TRS while working as federal employees, preserving health coverage across civilian and active-duty periods and reducing care disruptions.
Making TRICARE Reserve Select available beginning Jan 1, 2026 (rather than 2030) gives eligible reservists earlier access to an affordable coverage option, which can lower out-of-pocket healthcare costs for those without good civilian coverage.
Continuous, affordable coverage options for reservists help stabilize family access to comprehensive, low-cost insurance during mobilizations, reducing disruptions in care for spouses and children.
Managing overlapping eligibility and earlier enrollment options will increase administrative complexity and workload for federal agencies and create additional enrollment/choice complexity for reservists deciding between FEHB and TRICARE.
The changes could increase federal and DoD healthcare expenditures or shift costs between agencies, potentially requiring new appropriations and affecting taxpayers and defense budget priorities.
Some federal employees or reservists who switch coverage or face new cost-sharing rules could see higher premiums or out-of-pocket costs depending on plan choices.

Advances the TRICARE Reserve Select enrollment effective date from Jan 1, 2030 to Jan 1, 2026 for Selected Reserve and National Guard members eligible for FEHB.
Official title: Amend title 10, United States Code, to allow members of the Selected Reserve and National Guard holding employment within the Federal Government the choice between military and civilian healthcare plans, and for other purposes.
Introduced May 22, 2025 by Richard Blumenthal · Last progress May 22, 2025
Allows members of the Selected Reserve and the National Guard who are also eligible for the Federal Employees Health Benefits (FEHB) program to enroll in TRICARE Reserve Select (TRS) beginning January 1, 2026 rather than January 1, 2030. The change is a single-date amendment to the existing statute that makes TRS enrollment authority available sooner, with the aim of improving continuity of health coverage for reserve-component service members and their families.
