The method must support enforcement against illegal, unreported, and unregulated (IUU) fishing, improve food safety and traceability, be fast, portable (single-person field kit), and work on raw, cooked, or prepared foods containing shrimp; a report on the methodology and operational plan is due to congressional committees within two years.
