Allows Indian Tribes and Tribal organizations to request self-determination contracts with the Secretary of Agriculture so tribes can plan, conduct, and administer Supplemental Nutrition Assistance Program (SNAP) functions for their communities. Contracts follow the same terms, procedures, regulations, and requirements that apply to self-determination contracts under the Indian Self-Determination and Education Assistance Act, with USDA designated as the appropriate agency. Requires the Bureau of Indian Affairs Office of Self-Governance to provide technical assistance on these contracts when requested by the Secretary or by Tribes/Tribal organizations.
