Official title: To direct the National Institutes of Health to reinstate funding to recipients of grants or other awards, and for other purposes.
Introduced September 26, 2025 by Haley Stevens · Last progress September 26, 2025
The bill restores and accelerates funding and deadline relief for researchers affected by recent NIH suspensions/terminations, improving research continuity and cash flow, but increases federal spending and may limit NIH's flexibility and administrative capacity for oversight.
Researchers whose NIH grants were suspended or terminated between Jan 20, 2025 and enactment will have those awards reinstated and treated as obligated, restoring project funding and continuity.
Scientists, labs, and health-system recipients will receive requested NIH payments faster because NIH must disburse payment requests within 30 calendar days, improving cash flow for operations and payroll.
Researchers with reinstated or disbursed grants automatically get a one-year extension of the budget period starting on enactment, giving teams more time to complete work disrupted by suspension or termination.
Taxpayers and the federal budget will face increased spending obligations because previously terminated awards are reinstated and treated as obligated.
NIH's ability to quickly remove funding from projects with unresolved concerns could be constrained unless the Director finds mismanagement or fraud, potentially delaying accountability and oversight.
A rigid 30-day payment deadline could strain NIH administrative capacity, leading to rushed reviews, higher administrative costs, or strain on federal employees processing disbursements.
Based on analysis of 2 sections of legislative text.
Restores NIH-administered grants suspended/terminated Jan 20, 2025–enactment unless misconduct is found; requires 30-day payment and adds a one-year budget-period extension.
Requires the National Institutes of Health (NIH) to reinstate and treat as obligated any NIH-administered grants or awards that were suspended or terminated between January 20, 2025 and the law’s enactment date, unless the NIH Director finds financial mismanagement, research fraud, or malfeasance. The bill also requires NIH to pay a recipient’s payment request within 30 calendar days, and extends the budget period for reinstated or paid awards by one year starting on the date of enactment. The law defines covered terms (including “budget period,” “covered grant or award,” “Director,” and “National Institutes of Health official”) and effectively restores funding and time for affected research projects unless specific wrongdoing is found, while imposing timing and extension requirements on NIH for processing payments and budget periods.
