Prohibits the obligation or expenditure of U.S. government funds in the territory of Gaza unless the President certifies that those funds will not benefit Hamas, Palestinian Islamic Jihad, or any organization designated as a foreign terrorist organization, or any entity controlled or influenced by them. Separately, bars U.S. funds for Gaza routed through United Nations entities unless the President certifies that the UN entity is not encouraging or teaching anti‑Israel or anti‑Semitic ideas or propaganda.
