Requires health plans to treat comprehensive maternity and newborn care as an essential health benefit and bans cost-sharing for prenatal, childbirth, neonatal, perinatal, and postpartum care. The required maternity and newborn package covers prenatal care, delivery (including anesthesiology and fetal monitoring), miscarriage care, neonatal services, and non-preventive postpartum care — including behavioral health services for the birthing parent and for legal parents who did not give birth during the first year after birth. The rules apply to relevant private and group plans and insurance issuers for plan years beginning on or after the date of enactment.
