Requires the Comptroller General (GAO) and the Secretary of Transportation to jointly conduct a study of weather-related hazards that affect surface transportation and any resulting safety gaps. The study must examine federal programs and grants, State/Tribal/local data practices, emergency responder roles, resource and privacy issues, cost-benefit estimates, and best practices, and include legislative or administrative recommendations, with a report due to relevant congressional committees within two years of enactment.
