Creates an online “Survivor Tax Portal” to help surviving spouses and estate executors prepare and file tax returns after a person’s death, with secure document upload, identity checks, SSA death-data integration, guidance, and performance goals. Also establishes a grant program to help states improve recordkeeping and reporting of deaths to SSA, prioritizing activities that speed or simplify portal use; both the portal and grant program must be in place within 12 months of enactment.
