This bill writes the Presidential Management Fellows (PMF) program into law to bring more talented graduate students and recent grads into federal leadership roles. It lets agencies make two‑year PMF appointments, usually at GS‑9 to GS‑12, with a possible short extension for special cases. Fellows get a mentor, at least 80 hours of training each year, and a 120–180 day developmental assignment to build real management experience. If they complete the program and are certified, agencies can convert them to term or permanent jobs without a break in service .
The Office of Personnel Management runs the program and sets selection rules. Applicants must have an advanced degree completed within the last two years (or be about to finish in the same academic year). From 2026 through 2031, the number of PMF positions each year must be doubled compared to the pre‑law baseline. Fellows can move between agencies without restarting the clock, and there are clear rules for withdrawing, removal, and readmission. The bill also sets up Federal Executive Boards in major metro areas to help federal offices coordinate training, emergency operations, and other shared services in the field .
