This bill creates a national “Street Racing Prevention and Intervention Task Force” to study illegal street racing and related events, share best practices with police, educate the public, and coordinate responses across local, state, and federal agencies. The FBI must set it up within 90 days of the bill becoming law. Members come from the Department of Justice, the National Highway Traffic Safety Administration, state and local law enforcement, and the FBI itself. The task force will research how common these events are and their impact; develop guidance for stopping organized street racing; create and share educational materials; and help agencies work together. A progress report is due one year after the law takes effect. The bill defines “street racing” as racing vehicles on public roads not meant for official races, and “vehicle sideshow” as blocking traffic to perform stunts or speed displays for spectators.
