Authorizes the Secretary of State to convene an annual strategic dialogue with the Belarusian democratic movement to coordinate U.S. support for restoring democratic rule in Belarus. That support would include backing free and fair elections, sustaining opposition organizations’ daily operations, helping Belarusians abroad access essential services, pursuing accountability (including sanctions) for human rights abuses and support for Russia’s war in Ukraine, facilitating the release of political prisoners and detained journalists, and promoting Belarusian language, culture, independent media, and civil society programs.
