The bill expands college-credit pathways and tuition support to reduce time and cost for military-connected students and strengthen DoDEA–college partnerships, at the expense of added federal costs and implementation/credit-transfer risks that could produce uneven benefits.
DoDEA students and military-connected families can earn college credit before high school graduation and receive tuition support, reducing the time and out-of-pocket cost to complete a postsecondary degree.
DoDEA schools and institutions of higher education will have formal pathways and partnerships that strengthen transitions from high school to college for students on military installations.
Military-connected students gain more predictable college access while living on installations, which can improve continuity of education across relocations.
DoDEA and partner colleges may face administrative and implementation burdens that could produce uneven program quality or unequal access across schools.
Some students may find that earned credits are not accepted by their future postsecondary institutions due to differing credit-transfer policies, reducing the practical value of the program for those students.
Expanding DoDEA-funded tuition support increases federal spending and could raise costs for taxpayers if scaled or made permanent.

Allows DoDEA to partner with colleges to offer dual/concurrent enrollment to DoDEA students and to provide financial assistance for those programs.
Introduced June 17, 2025 by Robert Aderholt · Last progress June 17, 2025
Authorizes the Secretary of Defense, acting through the Director of the Department of Defense Education Activity (DoDEA), to make agreements with colleges and universities so students at DoDEA-operated schools can take dual or concurrent enrollment courses that count toward both high school completion and postsecondary credentials. The measure also permits DoDEA to provide financial assistance to those students to help cover the costs of such college-level courses.
