Prohibits the Secretary of the Air Force from reducing, retiring, transferring, redesignating, consolidating, or otherwise diminishing the mission capability or primary aircraft inventory of any MQ‑9 aircraft or MQ‑9 unit that existed on the bill’s enactment date for the period ending September 30, 2032, with narrow safety and certified conversion exceptions. Requires the Air Force, working with the Air National Guard, to deliver a detailed MQ‑9 recapitalization and modernization plan to congressional defense committees within 180 days, including timelines, funding estimates, and authorities needed.
