Renames the Department of Veterans Affairs community-based outpatient clinic at 4328 Page Avenue, Michigan Center, Michigan, as the "Captain Herbert Elfring Department of Veterans Affairs Clinic" (also authorized as "Captain Herbert Elfring VA Clinic") and directs that any existing legal, regulatory, or documentary references to the clinic be treated as referring to the new name. The name change takes effect after the legislation is enacted and does not change services, funding, or operations of the clinic.
