Official title: To require the Secretary of Agriculture to enter into a memoranda of understanding with CFIUS with respect to reports under AFIDA and to update the AFIDA handbook.

Requires the Secretary of Agriculture to formalize information sharing with the Committee on Foreign Investment in the United States (CFIUS) and to update Farm Service Agency (FSA) guidance used to implement the Agricultural Foreign Investment Disclosure Act (AFIDA). The Secretary must sign memoranda of understanding with CFIUS within one year to provide AFIDA reports and related identity and date data, update the FSA AFIDA handbook within two years to incorporate GAO recommendations, and thereafter refresh that handbook at least every 10 years.
