This bill shifts specific North Topsail Beach parcels out of federal coastal barrier restrictions to give local owners and government more development control and clearer maps, at the cost of increased coastal risk, potential taxpayer exposure, and reduced time for public review.
Homeowners and property owners in North Topsail Beach can develop or use parcels zoned for non‑conservation without CBRA restrictions, increasing local development flexibility and potential property-value and tax-base gains.
The town government gains clearer legal status and greater local control over permitting and planning by having municipal parcels removed from CBRS Unit L06.
Federal coastal barrier maps are updated to match current municipal zoning, reducing regulatory ambiguity and improving the accuracy of federal mapping for local planning.
Homeowners and nearby communities face increased flood and storm risk because removing parcels from CBRS reduces CBRA’s development‑discouraging protections.
Taxpayers could incur higher costs for flood insurance claims and federal/state disaster relief if development on formerly protected barrier areas increases exposure to storm damage.
The 30‑day deadline for the administrative map change accelerates the process, which may limit public review and reduce transparency and local oversight of the correction.
Based on analysis of 2 sections of legislative text.
Requires the Interior Secretary to correct the CBRS map to exclude certain non‑conservation parcels inside North Topsail Beach’s municipal boundaries within 30 days.
Directs the Secretary of the Interior to correct the official Coastal Barrier Resources System (CBRS) map for Unit L06 so that parcels inside the Town of North Topsail Beach that local zoning designates for non‑conservation uses are excluded from the CBRS. The Secretary must make that correction to the CBRS map dated November 25, 2024 for Unit L06 within 30 days of the law taking effect, and the correction applies only to parcels inside the town’s municipal boundaries that meet the local zoning condition.
