The bill creates temporary federal firefighting jobs and transition pathways for veterans and can boost wildfire response in vulnerable communities, but it requires additional taxpayer funds, may disrupt agency staffing, provides limited long-term job security, and raises tribal coordination and sovereignty concerns.
Veterans: gain paid federal wildland firefighting jobs and transition pathways (including DoD SkillBridge) that expand career options and help reduce veteran unemployment.
Rural and tribal communities: may receive more trained firefighting personnel during the pilot, improving wildfire response capacity and public safety in fire-prone areas.
Federal agencies and managers: VA guidance could improve hiring and training practices and identify potential efficiencies or cost-savings when integrating transitioning veterans into wildfire response roles.
Taxpayers: may incur additional federal costs to administer the pilot, hire and train participants, and provide associated benefits.
Veterans and other short-term hires: the two-year pilot structure risks limited long-term job security and may leave participants without sustained employment when the pilot ends.
USDA/DOI operations and federal hiring managers: reassigning vacant positions to pilot participants could disrupt agency staffing priorities or delay filling other critical roles.

Creates a VA-led pilot program that places veterans into federal wildland firefighting jobs coordinated with the Department of Agriculture (USDA) and Department of the Interior (DOI). The VA runs the pilot, USDA and DOI identify and, when practicable, fill vacant appropriate firefighter positions, veterans are treated as federal employees while serving, the pilot may use the DOD SkillBridge pathway, and VA must deliver three reports to Congress; the pilot authority ends two years after it begins.
