Amends the VA certification rules to fix ambiguous cross-references and requires schools that cannot supply a fully complete VA-required form to also provide a notice identifying which items may be inaccurate or estimated and the school’s best estimate as of the notice date. Also directs the Secretary of Veterans Affairs to create and keep updated a central VA website that publishes information about training the Department provides for school certifying officials.
