Amends 18 U.S.C. 1595: modifies subsection (a) to permit filing in any district court of the United States that has jurisdiction over a related criminal prosecution; redesignates paragraphs in subsection (c) and adds a new paragraph (2) eliminating any time limit for filing civil actions under this section for alleged violations of sections 1589, 1590, or 1591.
Adds a new section 2249 to chapter 109A of title 18 establishing a federal civil remedy for victims of violations of that chapter (permits civil actions in federal district court, damages and reasonable attorneys' fees, stay during related criminal proceedings, 10-year statute of limitations with tolling until age 18 for minors, and no time limit for violations of sections 2241–2243).
Adds a new section 2430 to chapter 117 of title 18 establishing a federal civil remedy for victims of violations of that chapter (permits civil actions in federal district court, damages and reasonable attorneys' fees, stay during related criminal proceedings, 10-year statute of limitations with tolling until age 18 for minors, and no time limit for violations of sections 2421–2423).
