This bill lets the Department of Defense use mobile solid-waste systems to destroy illegal and sensitive items, like counterfeit goods, stolen or unauthorized military gear, illegal drugs, and classified materials. These units can support border security and drug interdiction, and can be sent to bases or partner forces when needed. It also bans using open-air burn pits to get rid of contraband, classified equipment, or hazardous waste. The bill adds $8.95 million in fiscal year 2026 for these systems and cuts the same amount from other Army overseas operating costs tied to burn pit use, so the change is budget‑neutral.
