This bill says that if someone gets a court to temporarily stop the federal government from doing something, and later the court decides that stop was wrong, then that person must pay the government back for costs and damages. This applies when the court didn’t require enough money up front (a security bond) to cover those costs, or didn’t require one at all. The goal is to protect taxpayers when wrongful court orders temporarily block the government’s work.
