To amend title XI of the Social Security Act to increase the payment limit under Medicaid for the Northern Mariana Islands.

To require the Secretary of Veterans Affairs to furnish certain health services to veterans in the Freely Associated States, and for other purposes.

To amend section 47109 of title 49, United States Code, to update the requirements to qualify for the special rule relating to project costs for airports in economically distressed communities, and for other purposes.

To permanently provide the privilege of de minimis treatment to the importation into the customs territory of the United States of articles originating from certain territories, and for other purposes.
