To amend titles XVIII and XIX of the Social Security Act to make improvements to the treatment of the United States territories under the Medicare and Medicaid programs, and for other purposes.

To amend the Richard B. Russell National School Lunch Act to reauthorize the farm to school program, and for other purposes.

To amend title 49, United States Code, to grant the United States Virgin Islands and Puerto Rico eligibility to issue commercial driver's licenses, and for other purposes.

To provide a set-aside of funds for the territories under the health profession opportunity grant program under section 2008 of the Social Security Act, to make the Commonwealth of the Northern Mariana Islands eligible for the grants, and for other purposes.
