Energy Efficiency Standards for Manufactured Housing

The U.S. Department of Energy (DOE) has established energy conservation standards for manufactured housing under 10 CFR part 460. DOE issued a final rule in July 2025, delaying the compliance date for Tier 2 (multi-segment) homes from July 1, 2025, to 180 days following the publication of final enforcement procedures. The compliance date for Tier 1 homes remains unchanged at 60 days after publication of enforcement procedures. DOE also published a request for information on September 3, 2025, which will help the Department evaluate its standards, including potentially restructuring the framework for future standards that would apply to manufactured housing.
