Air pollution in the San Joaquin Valley is a public health crisis. The American Lung Association ranks Valley counties among the worst in the U.S. for PM2.5 and ozone. The CAA is a model of cooperative federalism, whereby EPA sets health-based National Ambient Air Quality Standards (NAAQS) and the states develop the plans and strategies to attain those standards by the applicable attainment dates.
