Description
EPA is proposing to delete the land/soil portion of the Velsicol Chemical Corp. (Marshall Plant) Superfund Site, located in Clark County, Illinois from the NPL. The land/soil portion of the Site being proposed for deletion includes the former Velsicol Facility, including Soil Areas 1 to 7, the 2 Pond, 4 Pond, 5/6 Pond, and the North Stormwater Pond, the restricted Agricultural Area west of the Facility, and the remaining areas of the 270-acre Site where remedial action was not required. EPA is proposing to delete the land/soil portion of the Site because all cleanup actions have been implemented and no further response action is necessary for this medium other than periodic inspection and maintenance of the Site fence and the hazardous waste cover over the 5/6 Pond, mowing the 5/6 Pond vegetation, continued monitoring and maintenance of the land and groundwater use restrictions in the restricted areas of the Site, and five-year reviews (FYRs). The contaminated groundwater at the Site is undergoing a long-term cleanup and is not being proposed for deletion. The sediments in the unnamed tributary to East Mill Creek flowing through the southwest portion of the Site were remediated as part of the cleanup and a portion of the creek was re-routed. However, because some Site groundwater discharged to the tributary prior to the implementation of the groundwater remedy, the surface water and sediment portions of the Site will also remain on the NPL until the long-term groundwater cleanup is complete.
