Part 71 permit renewal for El Paso Natural Gas, Company, LLC – Laguna Compressor Station

Background: El Paso Natural Gas, LLC (EPNG) has applied to renew their Part 71 operating permit to authorize the Laguna Compressor Station (Facility) to authorize the Facility’s continued operation. The location of the Facility is approximately 5 miles southeast of Laguna, New Mexico in Cibola County, Latitude: 34° 59’ 42”; Longitude: 107° 18’ 51” within the boundaries of the Pueblo of Laguna Reservation. The Facility is an existing natural gas compression and transmission Facility with pressurized natural gas as its principal product. The Facility receives natural gas through an inlet line which passes through an inlet separator. The inlet gas is then compressed by one of three engine driven gas compressors. This Facility commenced operation in 1958. According to the records supplied by the applicant, the Laguna Compressor Station presented itself as a “grandfathered” source which means that its construction predates the effective date of EPA’s major new source review program and has not been modified since the enactment of the Clean Air Act. Proposed: The existing Part 71 permit authorizes the operation of three Clark compressor engines. The renewal application proposes the continued authorization and operation of these three Clark compressor engines with the potential to emit to remain unchanged for these compressor engines. Also, the renewal Part 71 application proposes to install a new Caterpillar 688 horsepower natural gas fired emergency generator engine. This emergency generator will serve solely as a backup power source and will replace the two Ingersoll-Rand existing full-time emergency generator engines, currently permitted. The two Ingersoll-Rand full time engines will be retired on-site, with the fuel line being disconnected. EPNG requests these two full time generator engines be removed from the Part 71 permit. These changes are not applicable to the NSR Tribal permitting and will result in a reduction in PTE permitted for this Facility.
