Air Plan Approval; Missouri; Control of Emissions During Petroleum Liquid Storage, Loading, and Transfer
Description
The EPA is proposing to approve revisions to the Missouri State Implementation Plan. Missouri requests that EPA approve revisions to 10 Code of State Regulations (CSR) 10 CSR 10-5.220, “Control of Emissions During Petroleum Liquid Storage, Loading and Transfer”. The purpose of the state regulation is to restrict volatile organic compound emissions from the handling of petroleum liquids in three specific areas: petroleum storage tanks with a capacity greater than 40,000 gallons, the loading of gasoline into delivery vessels, and the transfer of gasoline from delivery vessels into stationary storage containers to reduce hydrocarbon emissions in the St. Louis metropolitan area that contribute to the formation of ground level ozone.
