Clean Air Act Operating Permit Program Revision; California; Monterey Bay Air Resources District

The EPA is proposing to approve revisions to the CAA for the Monterey Bay Air Resources District (MBARD) in California. There are four components to the revisions: removal of the emergency affirmative defense provisions; align the rule with the current title V requirements including those for greenhouse gases; revisions to allow electronic noticing in addition to newspaper noticing; and revisions to update the Rule 218 format to match the MBARD’s current rule format. We are taking comments on these proposed revisions.
