Description
The Office of Personnel Management (OPM) is issuing regulations governing probation on initial appointment to a competitive position, performance-based reduction in grade and removal actions, and adverse actions. This rule would implement Public Law 115-91 and effect a revision of OPM's regulations to make procedures relating to these subjects more efficient and effective. In issuing these regulations, OPM is taking heed of the principles of section 2 and requirements of sections 4(b), 5, and 6 of Executive Order 13939 (83 FR 25343, June 1, 2018). The rule also amends the regulations to incorporate other statutory changes and technical revisions.
