Local Update of Census Addresses (LUCA)
Description
The Local Update of Census Addresses (LUCA) operation is an opportunity provided by the U.S. Census Bureau that allows tribal, state, and local governments to review and comment on the census address list protected by Title 13 U.S.C. for their respective jurisdictions prior to the decennial census. This operation supports the Census Address List Improvement Act of 1994 (Public Law 103-430). The operation focuses on collecting residential address data (individual housing units, group quarters and transitory locations) for the census. For the 2030 Decennial Census, LUCA is removing the paper option for participants. All participant actions will be conducted digitally, through newly developed tools. LUCA now includes a new preparation phase to allow participants to access hands on training, and a longer review phase. There is also early access to Census Address Count Listing Files to inform a coverage based and data-driven review approach.
