Nondiscrimination in Federally-Assisted Programs of the Department of Veterans Affairs (AT04)

The Department of Veterans Affairs (VA) is amending its regulations implementing Title VI of the Civil Rights Act of 1964 to eliminate disparate-impact liability. These amendments align VA’s regulations with Title VI, avoid constitutional concerns, reduce compliance costs, serve the public interest, implement changes directed in Executive Order 14281. This is a deregulatory action in furtherance of Executive Order 14219, which requires that Federal regulations reflect the best reading of underlying statutory authority.
