2	Velázquez (NY)	Requires the SBA to study, and report to the House and Senate Small Business Committees regarding, the costs of any office relocations under this Act, and prohibits any relocations before the submission of that report.
3	Cisneros (CA)	Prohibits the implementation of this Act if its costs are greater than zero.
