2	Velázquez (NY)	Requires the SBA Administrator to certify to the Congress that the number of 7(a) loans to unbanked small business borrowers operating in underserved markets will not decrease under Section 2, before it can take effect.
3	Velázquez (NY)	Moves the requirements articulated by this Act back to pre-Trump rules, in which the applicant business is majority-owned by a US citizen or lawful permanent resident.
1	Velázquez (NY)	Requires the SBA Administrator to establish a deadline for compliance with the requirements of Section 2. Lenders that originated 1,000 or more 7(a) loans in Fiscal Year 2024 shall be required to comply with the rule 1 year after the date of enactment, and lenders that originated fewer than 1,000 7(a) loans in Fiscal Year 2024 shall be required to comply with the rule 2 years after the date of enactment.
